President
Mr. Kramer is President of Kramer and Associates, Inc., an Annapolis-based communications firm that specializes in facilitation and consensus building on high profile projects that require extensive community and stakeholder involvement. The firm specializes in large-scale transportation and other public infrastructure projects as well as major economic development initiatives.

Mr. Kramer has extensive experience in planning, facilitation and the design and execution of communications strategies on high profile public policy issues. He is skilled in developing and orchestrating coalitions from diverse, even opposing groups. He has particular expertise in developing public/private ventures that combine sound public policy with viable private sector initiatives. With his experience as a county government official and a state legislator, he has a unique understanding of how to address issues with appointed and elected officials and the public.

Mr. Kramer has directed a nationally acclaimed public involvement campaign in Anne Arundel County, Maryland on the issue of adolescent drug use. He served in the Maryland General Assembly representing the state capital of Annapolis. He was instrumental in the enactment of the Chesapeake Bay Critical Area Protection Act when he served as floor manager guiding the bill through the legislative process. He has directed two national associations focusing on social issues and been the strategist and spokesperson for a national public policy project dealing with First Amendment issues.

For more than a decade Mr. Kramer has been extensively involved in a variety of complex and sensitive transportation projects in Maryland and Delaware.

Mr. Kramer received his B. A. in Government from Harvard University in 1972, did Graduate Studies at Oxford University in 1972-73, and received his M. Div. from Westminster Theological Seminary in 1977.
