Mr. Thomas began his association with Kramer and Associates, Inc. over 15 years ago after working for nearly
three decades for county, university and state planning agencies. As a result of his past experience
he has substantial planning, management, facilitation and community outreach experience in the private
and public sectors in policy development, growth management, land use and transportation. He has led,
facilitated and been a member of numerous technical, policy and coordinating groups.
Mr. Thomas has held positions at Cecil County (Maryland), Planning and Zoning Commission, the Division
of Urban Affairs, University of Delaware and New Castle County (Delaware) Regional Planning Commission.
He served in a number of capacities at the Maryland Department of State Planning including Assistant
and Deputy Secretary where he was involved in the formulative phases of the nationally recognized Chesapeake
Bay and statewide growth management and land use initiatives. As a private consultant he has been engaged
in large and small community planning, regulatory, development and revitalization, and military
base re-use projects.
Since his association with Kramer and Associates, Inc., he has participated in the design and execution of several
major transportation, land use, private development, public policy and facilitation projects in Maryland,
Delaware and Virginia. Transportation projects have included regional and statewide transit plans, aviation
planning, major highway improvement and bridge projects. Mr. Thomas played an instrumental role in preparing
for and conducting a historic preservation conference and was part of the Kramer & Associates team that
facilitated a community involvement process that led to the preparation and adoption of a metro station
small area plan.
This lengthy and varying experience equips Mr. Thomas to understand what clients need and to design
and complete a course of action to meet their expectations.
Mr. Thomas received a Business Administration B.S. degree and Liberal Arts Masters degree from Johns
Hopkins University, Baltimore, Maryland.
