US 301 Project Development
Division of Transportation Solutions
Developed and is assisting in carrying out a strategy for public involvement and stakeholder participation
for the US 301 project in Delaware between the Delaware/Maryland state line and SR 1 south of the C&D
Canal. Kramer and Associates, Inc. conducted over 100 stakeholder interviews including elected officials,
business owners, farmers, emergency service personnel, major property owners and citizens and prepared
a “Listening Tour Key Messages/Themes” report. Kramer and Associates, Inc. Facilitated numerous meetings with impacted property
owners and communities. Kramer and Associates, Inc. provides strategic communications planning designed to further the overall
outreach strategy and plays a key role in creating and editing materials used throughout the entire
outreach process. Kramer and Associates, Inc. played an instrumental role in five sets of public workshops and the final DEIS
public hearing which included design and pre-construction issues. Kramer and Associates, Inc. also directed communication efforts
designed to supplement other aspects of the community outreach plan including newsletters, flyers, press
releases, advertisements and other efforts to inform, involve and interact with the public. Staff continues
to meet these responsibilities as the project moves forward in four design sections.
US 113 North/South Study

Kramer and Associates, Inc. helped create and facilitate four Working Groups composed of civic, business, state
and local government elected officials and agency leaders as part of DelDOT’s US 113 North/South Study.
Assisting in developing and evaluating alternatives to create a 32 mile limited access highway from
the Delaware/Maryland state border south of Selbyville to north of the City of Milford. Kramer and Associates, Inc. prepared the Purpose and Role Statement, and Guidelines for each Working Group and helped prepare
each group’s Vision, Goals and Objectives for their geographic area of interest. Kramer and Associates, Inc. had an active role
in preparing the overall study design and is helping to guide the work of the technical team, including
consultants and state agency staff members; and reviews and revises study products. Kramer and Associates, Inc. designs and helps
carry out public outreach, education and input processes. Kramer and Associates, Inc. is providing input to draft environmental
assessments and impact statements and contributes to developing and carrying out the overall project
strategy.
Rehoboth Beach Entrance Improvements

Kramer and Associates, Inc. was responsible for developing and implementing a strategy for public involvement
and stakeholder participation for the Rehoboth Beach Entrance Improvements Project. This included conducting
an extensive Listening Tour consisting of approximately 80 interviews of stakeholders in the Rehoboth
area, identifying and assembling a working group (consisting of residents, community leaders, business
leaders and elected officials), facilitating the working group, and developing event publicity. Kramer
and Associates, Inc. created and edited documents used throughout the working group and public workshop process.
West Dover Connector
Division of Transportation Solutions
Provided facilitation/public outreach services to determine how
the transportation system on the west side of the City of Dover can be improved by connecting Saulsbury
Road with New Burton Road and possibly US 13. Kramer and Associates, Inc. performed an extensive series
of interviews (Listening Tour) and helped to form and facilitate the activities of a West Dover Connector
Working Group. Kramer and Associates, Inc. participated in preparation for and conduct of public workshops and helped to prepare
a wide array of project products and outreach materials.
Western Parkway
Division of Transportation Solutions
Conducted a stakeholder Listening Tour to build project credibility and learn about community desires
and dislikes. Helped arrange, prepare, conduct and summarize public workshops. Assisted in development
and evaluation of highway improvement options in a highly developed/developing area near the Delaware
beaches and west of SR 1. Arranged and participated in community, property owner and elected official
briefings. Created and assisted in implementing a public outreach strategy for the Western Parkway project.
Route (US) 40 Corridor Improvements
Division of Transportation Solutions
Facilitated a 35 member Steering Committee composed of civic, business, state and local government elected
officials and agency leaders that prepared a 2020 Transportation Improvements Plan for the US 40 Corridor.
Kramer and Associates, Inc. roles included facilitation of Steering Committee meetings and meetings of
Committee subgroups; assistance in preparation of Steering Committee Mission and Vision Statement and
process design; guiding and facilitating work of the technical team, including consultants and local,
regional and state agency staff members; reviewing and revising products and designing a public outreach,
education and input process. Kramer and Associates, Inc. assisted in the work of the Corridor Monitoring Committee and work to
implement the plan.
Tyler McConnell Bridge
Division of Transportation Solutions
Facilitated the deliberations of the Tyler McConnell Bridge Working Group that submitted recommendations
to the Delaware Secretary of Transportation for transportation improvements for SR 141 from SR 100 to
Alapocas Drive including the Tyler McConnell Bridge. The Working Group contained state and local elected
officials and representatives of civic, business, environmental and historic organizations. After reviewing
existing conditions, future growth and transportation demands and considering many options, the Working
Group recommended (30 for, 0 opposed, 1 abstaining) a multi-modal build option. The Working Group was
able to address high profile conflicts that had existed for well over a decade. Kramer and Associates, Inc.
was also instrumental in developing the strategy that guided the work of the Project Team composed of
Department of Transportation leaders and several consultants.
Indian River Inlet Replacement Bridge

Developed and implemented a strategy for public involvement and stakeholder participation for the replacement
bridge at the Indian River Inlet. Conducted extensive Listening Tour, facilitated four public workshops
and helped to conduct two design charettes. Created documents and assisted in publicity and logistics
for the workshops and charettes. Designed and played an instrumental role in the bridge “Unveiling and
Groundbreaking Events.” Developed an educational program for university and primary and secondary school
students. Kramer and Associates, Inc. is currently providing public outreach services as the replacement bridge is being constructed.
Sussex County Long-Range Transportation Plan
Division of Planning
Facilitated the work of the Public Advisory and Technical Advisory Committees in the preparation of
the updated Sussex County Long-Range Transportation Plan which was unanimously approved. The plan became
the transportation element of the county’s Comprehensive Plan and the Sussex County portion of the Statewide
Transportation Plan. The Public Advisory Committee was composed of a cross-section of business, municipal,
environmental, farm and community action group representatives with widely varying views. The Technical
Advisory Group was composed of representatives from state, county and federal agencies. Kramer and Associates, Inc.
services included communication with committee members, facilitating committee meetings, guiding
preparation of products, outlining and participating in public outreach activities. Kramer and Associates, Inc. was involved
in all aspects of the planning and plan approval process.
Eden Hill Farm
Division of Planning
Facilitated the activities of the Work Group that prepared a concept for a signature Livable Delaware
project on a 265 acre farm near the heart of the State Capital. Worked with DelDOT staff and consultants
in transportation, historic preservation and land use research and analysis tasks and preparation of
options and a final plan. The project is currently under construction.
Reorganization-Support
Office of the Secretary
Assisted DelDOT leaders in deciding on a new organizational structure for the department and helped new
Division Directors and staff design and put a “roll-out” strategy in place. Facilitated leadership retreats
to put the new organization in place with an emphasis on the new Divisions of Transportation Solutions and
Maintenance and Operations. Performed a “one-year-later” assessment of the progress made under the reorganization
and made recommendations to the Department.
Human Resources Recruitment and Retention
Office of the Secretary
The principal purpose of this project was to prepare a brand image, strategies and action plan for the
recruitment and retention of civil engineers for the Division of Transportation Solutions. Additionally,
information and suggestions regarding issues and means to address those issues pertaining to other positions
and entities within DelDOT were provided to the Department. Recommendations were provided and Kramer
& Associates prepared Web site material, recruitment display, brochures and a video to achieve the recommendations.
