Baltimore/Washington International Thurgood Marshall Airport, Long-Range Needs Assessment

Working with the Maryland Aviation Administration on a Long-Range Needs Assessment for BWI/Thurgood
Marshall International Airport as the first phase in development of an updated master plan. Kramer and
Associates, Inc. developed and implemented a public and community involvement strategy in the greater
BWI area. Kramer and Associates, Inc. developed and maintains a stakeholder list and was responsible for interviewing business,
government and community leaders to identify issues, attitudes and needs relevant to the airport.
Baltimore/Washington International Thurgood Marshall Airport, Community Outreach Strategic Plan

Kramer and
Associates, Inc. participated in the audit of nine noise related community outreach programs including internal and external
interviews and a community survey to obtain views regarding the value of noise-related outreach activities.
Contributed to the preparation of a Community Outreach Strategic Plan for the airport to improve, augment
and expand the current series of outreach programs. We conducted a series of interviews with community
leaders who live near the airport to ascertain their satisfaction with the Maryland Aviation Administration’s
community outreach efforts and prepared a report summarizing the results of the interviews. Kramer and
Associates, Inc. helped draft
a survey instrument that was used to conduct a community outreach survey of 300 residents of communities
near the airport. Assisted in preparation of a report summarizing the results of the survey.
US 301 South Corridor Transportation Study

Kramer and
Associates, Inc. designed a transportation planning process for the US 301 corridor (between US 50 and the Potomac River)
that was multi-modal in approach, involved extensive public participation, and integrated transportation
planning with land use, growth management, economic development and environmental resource protection.
Kramer and Associates, Inc. assembled and facilitated a 76 member Task Force and its committees and workgroups
in reaching consensus regarding conditions, needs, corridor vision and recommendations for multi-modal
transportation solutions including land use, environmental resources and community impacts. This multi-year
project was completed with recommendations adopted by a 75 to 1 vote. Key participants were local, regional,
state and federal agency representatives; civic, business and environmental groups and municipal, county
and state elected officials. Kramer and Associates, Inc. was also involved in the implementation of the adopted recommendations.
MD 32 Land Use Expert Panel

Kramer and Associates, Inc.led a land use expert panel and advisory group to estimate potential land use changes
that may result from different proposed highway improvements taking into account the local market and
planning environment. Activities included review of land use plans, policies and projections; identification
of areas most likely to experience increased or decreased development pressure as a result of MD 32
(between MD 108 and I-70) improvement alternatives; identification of incentives and disincentives to
encourage development in Priority Funding Areas and discourage growth outside of these areas. Kramer
& Associates was integrally involved in all aspects of this project including composing the expert panel
and advisory group, technical analysis, meeting facilitation, drawing conclusions, drafting recommendations
and preparing the final report.
Baltimore Region Rail Plan

Kramer and Associates, Inc.carried out public involvement and facilitation responsibilities for the Baltimore
Region Rail Plan Advisory Committee in preparing the Baltimore Region Rail System Plan. The 23 member
advisory committee composed of elected officials, business, advocacy, community, development and planning
leaders from throughout the Baltimore Region recommended a long-range regional rail system plan and
short-term high priority projects. The highest priority project “The Red Line”(Social Security Complex
to Fells Point) is currently being examined in detail. Kramer and Associates, Inc.assisted in designing and
conducting the public outreach and involvement strategy. This included a Life Activities Survey, community
workshops and leadership briefings throughout the City of Baltimore and surrounding area. Kramer and Associates, Inc. helped
prepare a series of Guiding Principles that served as a fundamental foundation for preparation of the
regional rail plan. The plan also included a strategy for converting its recommendations into operating
rail lines.
Maryland Comprehensive Transit Plan

Kramer and Associates, Inc. was responsible for drafting and carrying out the public and elected official participation activities of
the project that resulted in preparation of “The Future of Transit in Maryland.” Kramer and Associates, Inc.
Kramer and Associates, Inc. helped prepare a mission statement and established criteria for the creation of a Transit Advisory
Panel (TAP) of local and state leaders that served as the catalyst for the development of the transit
plan. Kramer and Associates, Inc. recommended and recruited members of the TAP, conducted interviews with top political decision-makers
and contributed to finalizing a blueprint for transit in Maryland for the next 20 years. Kramer and Associates, Inc.
facilitated and coordinated the public involvement, steering committee, and general meetings, and planned
and conducted elected official briefings. Kramer and Associates, Inc. also facilitated technical outreach/coordination involving
MDOT, Maryland Department of Planning, transit operators, metropolitan planning organizations, other
state agencies and local planning and transportation agencies.
Maryland Transit Administrator's Business Plan

In 2008 and 2009 Kramer & Associates (KA) helped prepare for and facilitate daylong strategic work sessions
for the leadership of the Maryland Transit Administration (MTA) including the Administrator, Deputy
and Assistant Administrators, Modal and Support Office Directors and the remainder of MTA’s executive
leadership team. In 2008 the MTA Mission, Vision and Values statements were reviewed and adapted. The
plenary and small group sessions facilitated by KA resulted in establishment of a short term MTA ridership
goal, modal objectives, actions and effectiveness measures encompassing bus, light rail, subway, commuter
rail and bus, and mobility service operations. KA summarized the results of the "brain-storming" event
and described the process to be used by MTA to complete its business plan, put it in place and measure
progress. In 2009 KA, in consultation with MTA leaders, prepared a Pre-Retreat Survey that was completed
by senior staff invited to the retreat and compiled the results. Additionally KA developed the retreat
agenda, designed a simulated radio talk show to begin the retreat, made preparations for and moderated
Outsider and Modal Directors panel presentations, designed and facilitated small work group sessions
on high priority MTA issues and prepared a retreat summary report.
Baltimore Red Line Transit Outreach Strategy

Worked with other Maryland Transit Administration consultants, Kramer and Associates, Inc. developed a
strategy to identify and enlist stakeholders to play an instrumental role in urging state and federal
decision-makers to select and fund the Red Line Transit facility. The Red Line is proposed as a 14 mile,
Baltimore area, east-west transit line that will provide transit connections through the City of Baltimore
from Woodlawn to the Johns Hopkins Bayview Medical Center. The advocacy strategy set forth the objectives,
target audiences, potential project supporters, decisions to be made and the process for building broad
based community support for the Red Line. Kramer and Associates, Inc. set up interactive social networking, drafted letters,
background fact sheets, worked with the media and other organizations and agencies and led an outreach
steering committee.
Baltimore-Washington Investment Corridor (Green Line Extension)

Conducted interviews with private developers; federal, state, county and municipal government officials;
and business organization leaders regarding growth and development related to the potential extension
of the Washington Metropolitan Area Transit Authority Green Line from the Greenbelt Station to BWI and
to Columbia. Prepared a report presenting interview findings. Helped summarize economic trends, local
plans and prior studies regarding their implications pertaining to the extension of the Green Line.
Central Maryland Mobility Study
Office of the Secretary
Participated in design and completion of the Central Maryland Mobility Study for the heavily traveled,
densely developed US1/I-95 Corridor in the City of Laurel, Howard, Anne Arundel and Prince George’s
Counties’ area. Identified and interviewed a wide range of public and private stakeholders and assisted
in preparation and analysis of development scenarios for several development opportunity sites. The
study serves to build stronger state/local, land use/transportation linkages that can be used in this
and other areas throughout the state.
I-95, John F. Kennedy Memorial Highway, Section 100, I-895/I-95 split to north of MD 43
Maryland Transportation Authority
Was responsible for providing community outreach and facilitation services on a Maryland Transportation
Authority project to improve I-95 including the introduction of Express Toll Lanes between the Baltimore
City line and White Marsh. Kramer and Associates Kramer and Associates, Inc. identified key stakeholders in the project area
including elected officials and assisted the Authority in informing these stakeholders about the design
and construction of the project. Kramer and Associates, Inc. also assisted the Authority as Express Toll Lanes were being introduced
for the first time in Maryland, by facilitating meetings and providing strategic communications planning
services.
