Montgomery County Project
Context Sensitive Roadway Design Standards
Office of the County Executive
Kramer and Associates, Inc. facilitated a collaborative stakeholder process to prepare new context sensitive
roadway design standards. Prepared and implemented a process including facilitation of a Stakeholder
Work Group and Technical Support Group. Coordinated the work of county staff and technical consultants
to prepare recommendations for regulations that were submitted by the County Executive to the County
Council for approval. Activities included arranging and facilitating direct interaction among many stakeholders,
often with widely differing views, on topics such as speed, tree placement, street widths, storm water
management and other components of several types of roadways in urban, suburban and rural environments.
The standards were unanimously enacted by the County Council.
